According to STAR and RUHLEDER (1996), a tool does not have its attributes pre-determined and frozen in time. An object becomes a tool when connected, in practice and for someone, to a certain activity. The authors suggest that infrastructure, by analogy, is that which emerges for people in practice connected to activities and structures.
