U.S. State Department seeks to improve knowledge management system

The Overseas Presence Interagency Collaboration System, software designed in response to the 1998 bombings of U.S. embassies in Kenya and Tanzania, is a prime candididate for beefing up urgently needed co-operation between some 40 government agencies. The State Department's Chief Information Officer, Fernando Burbano, is quoted as saying, "We want to go to a virtual knowledge management system that's secure. It's going to be available at the classified and unclassified levels." Last April, the Department allocated $17 million for a prototype and pilot test of the system as part of his agenda to upgrade its network infrastructure. [source NewsWorldFusion]

Our shareholder vote happened to occur on the same day that CNET carried a story about how ArsDigita would henceforth abandon its open-source strategy in favor of traditional licensed software and how Philip Greenspun, the "former chairman", had left the company. The next morning, April 6, a courier arrived at 80 Prospect Street (ArsDigita HQ) with a letter for Allen notifying him that he'd been demoted from "President and CEO" to "President".

An Introduction to Open Source Communities. Available from < http://www.blueoxen.org/research/00007/ > and < http://www.blueoxen.org/research/00007/BOA-00007.pdf >.

Open source software communities are one of the most successful-and least understood-examples of high-performance collaboration and community-building on the Internet today. Other types of communities could benefit enormously from understanding how open source communities work.

This report describes what open source communities are and how they work.

In particular, it addresses the following questions:

  • What is the open source landscape as a whole? How many projects exist, what kinds of software do these projects develop, and how many people are involved with these projects?

  • What are the demographics of those who participate in these communities? Why do they join, and how long do they stay? How do they interact with each other?

  • How do open source communities work? What are the patterns of collaboration within successful open source communities?

In examining these questions, this report discusses existing, relevant research, and presents original case studies of two open source projects: TouchGraph and SquirrelMail. It identifies some patterns of collaboration that both of these projects share, and describes how these patterns might apply to other types of communities. Finally, it reviews what is not yet well understood about open source communities, and proposes several paths for further research.
