Contingently realised process
"[...] Neoliberalisation is perhaps a better term to avoid this theoretical impasse and is “the mobilisation of state power in the contradictory extension and reproduction of market(-like) rule” (Peck & Tickle 2012, 4). Therefore, neoliberalisation is a
contingently realised process, not as an end-state or condition and it is variegated depending on the space and the moment where is applied (Peck & Tickell 2002). The different processes of neoliberalisation occurring worldwide are not based on a single neoliberal blueprint but they are in permanent adaptation to the contingencies they face (different institutional arrangements, societies etc). Therefore neoliberalisation sometimes is not only about deregulation but paradoxically it is about regulation or to re-regulate what has been de-regulated to secure locally specific strategies. Therefore, the answer is yes: the background of the Finnish case reflects that this is possible not by the decommissioning of the welfare state but by changing its scope via de-regulating some areas of government and re-regulating other ones. Innovation governance is a clear example of how this neoliberalising process meets the welfare state" (ALCOVERRO, 2012).
